-witness tells Justice Biobele

Country Director for BEGEC/ TP construction company, Sahr Kpaka Chenenka, has on Wednesday, 22nd May, 2019, claimed before Justice William A. Atuguba, presiding at the Commission of Inquiry No.3 that, the Sierra Leone Roads Authority (SLRA) and its implementing partner terminated the rehabilitation of selected roads project in Freetown because of his close relationship with the then Vice President, Alhaji Sam Sumana.
Chenenka made the statement whilst responding to questions put to him under cross examination by the defense counsel, Mohamed Yaya Kanu.
The witness was being cross examined over a road rehabilitation contract that was awarded to him and later terminated in favour of China Railway Seventh Group (CRSG).
He stated that the contract was awarded to him on a legal basis after going through all procurement procedures, adding that he was even given advance payment which warranted him to start work.
He further told the commission that he deducted 2% of the 14 billion Leones that was given to him as advance payment and gave it to the SLRA as part of the procurement agreement.
When asked whether he was notified prior to the termination of the contract, he declined knowledge and stated that he was informing the SLRA about the progress of the project on a frequent basis.
The witness said after receiving the termination letter, he made reasonable efforts to report the matter to the then Chief of Staff, but that nothing was done in that direction.
“I believe that the contact was terminated because of my relationship with Alhaji Sam Sumana,”he said.
